David Horton III, P.E., is a Principal at BET and a registered civil engineer with over 25 years of professional experience dedicated to the design, evaluation, and restoration of building enclosures. David has built a reputation for delivering technically sound, practical, and durable enclosure solutions for a wide range of building types, including historic structures, multi-family residential, healthcare facilities, academic buildings, and large-scale mixed-use and commercial developments.

 

As Principal, David provides leadership and technical oversight on complex projects involving both existing buildings and new construction. His work routinely includes comprehensive condition assessments, forensic investigations of enclosure failures, design of repair and rehabilitation programs, and full enclosure design services for new construction. He is highly regarded for his ability to identify root causes of performance issues and translate them into clear, constructible solutions that protect owner investments and extend building service life.

 

David works closely with building owners, architects, contractors, and property managers, serving as a trusted advisor throughout design and construction. His technical expertise encompasses roofing systems, façade assemblies, waterproofing, air and weather barriers, flashing and detailing, masonry and concrete restoration, and fenestration testing and commissioning. His projects are characterized by careful attention to constructability, long-term performance, and risk mitigation.

 

David has served as an expert witness in construction defect litigation, providing clear, credible technical analysis and testimony. He is a longtime member of the Massachusetts State Building Code Chapter 34 Advisory Committee, helping shape building code regulations for existing buildings.

Designed and oversaw the roof replacement at Fidelity’s historic Second Brazer building in downtown Boston.

Designed and oversaw full-scale facade restoration at GBLS’s 10-story headquarters building located in Boston’s West End.

Designed and oversaw roof replacement, facade repairs, and basement waterproofing repairs. Performed facade ordinance and fire escape certifications.

 

Cushing Academy, New Sawyer Hopkins Hall – Ashburnham, MA

Provided enclosure design assistance and QA/QC inspections of roofing, air, and weather barrier, fenestration, at new 37,000 SF mixed-use residence hall.

 

300 3rd Avenue – Waltham, MA

Provided enclosure design assistance and QA/QC inspection services for 140,000 SF office/lab core and shell building, including commissioning of waterproofing systems.

 

170 West Broadway – South Boston, MA

Designed and oversaw exterior facade repairs to resolved leaks and other construction defects at this mixed-use condominium. Provided litigation support to the Association.

 

The Brynx, 201 S. Huntington Avenue – Jamaica Plain, MA

Provided enclosure design assistance, fenestration testing, and QA/QC inspections for the redevelopment of the historic Goddard House into new residential housing.

 

UMass Boston West Garage – Boston, MA

Provided commissioning and testing of the under-slab air and vapor barrier system at the new 500,000 SF parking structure at UMass Boston.

 

Congregation Kehillath Israel, 384 Harvard Street – Brookline, MA

Designed and oversaw the exterior restoration of the historic original temple. Provided enclosure design, QA/QC, and testing service for the modern addition.

 

2000 Commonwealth Avenue (Boston College) – Brighton, MA

Provided enclosure design and construction admin services for full rehab of 17-story dormitory tower. Performed the high-rise facade ordinance inspection.

 

Willow Brook Condominium – Wayland, MA

Designed and oversaw replacement of the exterior siding, windows, doors, and decks at this 44-unit townhome community.
